JOB SUMMARY:  The Paralegal II works under the supervision of the Legal Director and Staff Attorneys, and is responsible for routine legal issues, performs paraprofessional tasks and carries out a variety of paralegal, clerical and administrative functions to facilitate effective operations of the ORA. This position reports to and is evaluated by the Legal Director.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES include the following, and other related duties as assigned.


  1. Cataloging United States v. State of Washington historical and current documents into a searchable database and organized archival boxes and notebooks.

  2. Performing litigation paralegal tasks, including, but not limited to, arranging service of process, scheduling depositions, trial preparation, updating court calendar, reconciling office and court records, downloading court documents and other tasks as assigned.

  3. Assisting with the execution of contracts, resolutions, and other routine documents.

  4. Preparing and filing legal documents. 

  5. Drafting, formatting, proofing, editing, and cite checking legal documents in preparation for filing and/or recording of pleadings, formal complaints, discovery requests and responses, declarations, witness and exhibit disclosures, reports, requests for information, subpoenas, and other official documents.

  6. Drafting, proofing, and editing documents, including resolutions, legal reviews, correspondence, memos, and other documents.

  7. Performing legal research. 

  8. Reviewing, analyzing, and summarizing sources, compiling information, and recommending action.

  9. Performing administrative tasks, including, but not limited to, preparation of timesheets, purchase orders and travel requests.

  10. Establishing and maintaining databases while ensuring accuracy of data.

  11. Maintaining office calendars, arranging, and scheduling meetings, and reserving conference rooms.

  12. Managing and maintaining office files according to established systems; creating new files, closing/archiving files, and completing office filing.

  13. Maintaining office logs up-to-date and according to established standards. 

  14. Providing internal and external communications on behalf of the office; answering and screening telephone calls and walk-in inquiries; and attending meetings or hearings on behalf of ORA attorneys to take notes.

  15. Providing Notary Public service for ORA Staff and others.

  16. Independently performing complex and diverse clerical and general office support functions according to office policy and procedure.

  17. General office responsibilities include printing, copying, faxing, scanning, office/printer supplies, receive/sort/ route mail, and other office needs.   


  • High School Diploma or GED required. 

  • Associate degree required.

  • Bachelor’s degree preferred.

  • Experience with litigation matters preferred.

  • Working knowledge of legal terminology, practices and procedures required.

  • Legal Assistant, Legal Secretary, or Paralegal Certification preferred.

  • 4 years experience as a Legal Secretary, Legal Assistant or Paralegal, or relevant experience in a legal office preferred.

  • Must possess a valid Washington State Driver’s License and meet eligibility requirements for tribal insurance.

  • Lummi/Native American/Veteran preference policy applies.


  • Must pass pre-employment and random drug and alcohol tests to be eligible for and maintain employment, as required by the LIBC Drug & Alcohol Free Workplace Policy.

  • Position requires an extensive Criminal Background Check.

  • Must have or obtain a Washington Notary Public appointment.

  • Ability to drive and travel locally as directed and in accordance with the Lummi Nation’s policies and procedures to complete tasks.
